The Harborview Bond Program has released the draft environmental impact statement (EIS) and major institution master plan (MIMP) major amendment for public comment.
To achieve the bond goals, the Bond Program needs to amend the City of Seattle MIMP that governs development on the campus (or major institution overlay) of Harborview Medical Center.
Written comments will be accepted until January 26, 2026, at 5:00 PM.
King County has preliminarily identified that elements of the environment could be affected as a result of construction and operations, including earth/topology (ECA steep slope), air quality/GHG, and energy and natural resources.
Written comments will be accepted via U.S. mail and e-mail until 5:00 PM, January 26, 2026.

A public meeting will be held to gather comments on the draft EIS and draft MIMP major amendment. Attendees may attend the public meeting in person. See below for more details. The meeting will consist of a presentation on the proposed draft MIMP major amendment, a brief synopsis of the results of the analysis in the draft EIS, as well as an opportunity for the public to provide commends regarding the analysis contained in the EIS.
