The Harborview Bond Program presented at the First Hill Improvement Association’s Urban Design and Public Space Committee meeting on Dec. 3, 2025.

Members from both King County and Harborview Medical Center focused on the upcoming release of the Harborview draft Environmental Impact Statement (EIS), draft major institution master plan major amendment, and public comment on both documents starting on Dec. 18, 2025.

The draft EIS will address how construction of the new tower may impact the surrounding environment and identify a range of alternatives that need to be analyzed. Subconsultants EA Engineering, Science, and Technology, Inc. studied 12 areas of construction impact, including transportation, environmental health, utilities and aesthetics.
