The Harborview Bond Program (HBP) received unanimous approval from the Project Review Committee (PRC) on March 28, 2024, to proceed with the progressive design-build alternative project delivery method for the new inpatient medical tower. 

Facilities Director Anthony Wright selected the project delivery method in January following a series of project delivery workshops, and a survey conducted with the construction and design contractor community. 

“We are proud to receive full support from the PRC to proceed with Bond plans,” said Bond Program Director Leslie Harper-Miles. “The Bond Program is performing transformational work that will leave a lasting impact on the health and well–being of the Pacific Northwest region.” 

Approval by the PRC means the HBP will proceed with issuing a request for qualifications and proposal for a design-build contractor using the progressive design-build alternative project delivery method. The RFP is expected to be issued during the third quarter of 2024. 

The collaborative presentation team included members of King County, UW Medicine, and Vanir Construction Management. The PRC presentation focused on the Bond project components, including the new hospital tower and the extensive experience with design–build by the collective Bond team. The presentation also discussed plans to integrate minority and women-owned business and lessons learned from previous experience on large public works projects. 

The Washington State Project Review Committee, created in 1998, reviews and approves public body certifications and project approval applications for public works projects.
